I see you reproduced the docker env vars, so that shouldn’t happen

Can you try setting RAFT_BOOTSTRAP_EXPECT to 1?

I don’t have any experience with singularity

Let me know if this will unblock you, otherwise I can play around with it and try reproducing it myself.
